In a document there can be elements displayed both in the background (like a watermark) or in the foreground (like a stamp).

These positions are interchangeable: right-clicking in a floating region's content, the Bring to Front or Send to Back options are available.

The content of the floating region can be customized by assigning to it various Properties referring to Alignment & Indentation, Background, Borders, Font, Keeps & Breaks, Margins, Miscellaneous, Padding or Positioning.

When there are more than one floating regions, the overlapping order can be customized by setting each floating region's Z-Order. The higher this attribute's value is, the respective floating region will be displayed above the rest.

Note: In fact, a text box is an fo:block-container element with absolute positioning. Inserting a block-container with absolute positioning from Text View or a text box from Design View is the same.
